commit 32b402114038bc6761c04c370afad786dbbb3125
Author: Tom Clegg <tom at curii.com>
Date: Fri Jul 22 14:54:32 2022 -0400

19281: Use embedded hello-world.tar as default diagnostics image.

Ensures diagnostics work even if no docker images have been uploaded
yet and docker.io wasn't installed at "init" time.
